Make sure download only when on WiFi is off and download automatically is on in Settings in the app.

Also, in your phone settings, make sure the app cannot go to sleep and can run in the background.

Check your app permissions too, make sure they are all allowed. If the app can't access your galley and other areas it can't download the pics. You can also try logging out and back in to the app.
