    Could mean that you're out of premium credits. Where are you buying your data from? Are you still getting status reports?

    I have plenty of credits.  I purchase the data plan directly from ATT.  This is an older model SR1 camera.

    Is the firmware up to date? Has the camera been working fine on premium or are you trying to get it on premium now?
