    On the online portal go to the account tab and then credit card information.

    been there done that..  it tells me that there is no stored CC on file and there are no prompts to add a card

    Do I need to contact spartan to have the service started again? The previous card expired and my subscription stopped

    It sounds like the data plan ran out and since the card was expired it didn't auto renew. You can probably just purchase another plan without contacting them if that's the case.
