camera says system busy

when i try to get my camera to connect to my phone it won't connect to register. Also when I try to pass the hello test the camera says system busy and when I try to go to time it says system busy. any ideas

  Is this a new camera or one you are reactivating for the season? Did you purchase a data plan for it or add it to your cell phone account?
