Use Camera to monitor Cattle tank

Looking for a Camera that I can use to monitor a Cattle tank.

Can a person program a Spartan camera to take a pic at a certain time of day every day?

and send that pic to a phone?

And shut off the motion detection pics.

  Yes, you can do that. You have the option to set up to 9 scheduled pics a day. You can also use time lapse where the camera will send a picture at specified intervals.
