Can I use HCO Spartan GoCam 3g ATT Wireless Blackout IR Trail Game Camera 8MP 1080p Rugged Camo as regular cameras without the cell service? If so how good are they and what is a rough battery life?

  Yes you can, just turn off the send mode. I'm not sure on battery life but it should be very good with send mode turned off.
