When one person deletes a photo, can shared users still see it?

Ok I "thought" that anyone with Admin status can delete photos, and if they do so, that photo (or video) is deleted everywhere now, including on the web account. However, we've done a few tests - when I delete a photo/video, it truly vanishes from the website, BUT others can still see that photo/video on their app (these are all shared cameras with multiple users).

Is this how this is supposed to work?

In a different instance, someone (Admin status) tried to view a video the next day and received the message "This file has been deleted from the account." Any idea why it was different that time?

I wish I knew the answer. I think it’s supposed to be that if one person deletes a photo or video that it’s gone for everyone. However, I’m wondering if iOS may not delete immediately if app is inactive. I don’t ever delete manually. I just let cache days take care of it.

That photo or video may be temporary cached in the phone, either in full version or just the thumbnail on the homescreen of the app. It should disappear at some point.
