    Can you get the previous owner to remove them from his account?

    No. It was off market place and they guy said he never had accounts hooked to them but when I scan the barcode it says already in used

    Please get in touch with support. There’s a chance that those cameras are stolen. Support will be able to tell whose account they are on. They will not give you that information but they may contact the original owner. It’s also possible that if the cameras are stolen, the original owner has reported them stolen to Spartan.

    If they are stolen and they have been reported what does that leave for me resetting them?

    If they are stolen, they will go back to the owner of record. You won't be able to reset them without the original owner giving Spartan permission to remove them from the account they are on now. Please get in touch with support. They're the only ones who can help you.
