Solar bracket

I’m setting up the 15W solar panel on my GoLive and see 2 pieces of machined metal (1 1/2”w X 1 3/4” l) with a threaded hole in the center of each. Since the bracket doesn’t span from hole to hole on the back of the solar panel, I’m assuming these are installed on the back of the bracket and “sandwich” the lip of the solar panel when screws are tightened? Or, do I have the wrong bracket? Thanks.
