OTA Firmware not updating
There are two GC-ATTxb cameras that wont take the OTA firmware. I am hestitant to think its the SD card since both of them have the same issue and are both the same model. One has 2018 firmware and the other has 2017 firmware. I guess I will have to manually update, but wanted to see if others had the same issue with this model.
Unrelated question, but I notice that some of my cameras have the "format" option through the portal. Why and when should I use the format option OTA?

The format option is on the newer cameras and you should see it if the cameras firmware is up to date. The only time you need to use it is if you are having a problem. Sometimes when an OTA firmware won't update formatting the SD card first can help. Depending on signal strength and how old the firmware on the cameras is the OTA may or may not work. I had to manually update my Xb last time.

The Format option is not on any 3G cameras and not on all 4G cameras. The V4G does not have it and I think one of the L models doesn’t.
Format is not specifically related to OTA firmware update. It’s for those times when you know or suspect that the SD card is causing problems and it’s not convenient for you to go to the camera to swap cards or format the card that’s in the camera. If the SD card is the problem and formatting it fixes the problem, then your camera is back up and working without you going to it.
