not downloading to phone

Im getting notifications of pictures, but they are not downloading to my phone. I can log into spartan on my laptop and see new photos, but nothing on my phone through the app?

  Android or iphone? Have you tried logging out of the app and back in?

  Does the does the app have permission to access Photos or Gallery?
